Title of Panel: Bosnia and Herzegovina twenty years after the Declaration of Independence

Abstract:
In April 2012 it will be twenty years ago since the parliament of Bosnia and Herzegovina (BiH) declared the country’s independence from Yugoslavia, following the examples set by Slovenia and Croatia the year before. This date also marks the beginning of the violent conflict in Bosnia, which formally ended with the Dayton Peace Agreement in December 1995. Bosnia’s current political organization – including its Constitution - is structured by Annex 4 of this peace agreement.
In the last twenty years the country has gone through a considerable transformation. Physical reconstruction has been considerable, some state institutions have been established and/or strengthened, the economy has partially recovered and Bosnia has signed a Stabilization and Association Agreement with the European Union (EU).
However, much remains to be done. The country is still characterized by the stalemate between Bosniaks, Serbs and Croats, and the constitutional structure leaves little room for the country’s “others”, including national minorities, persons of a mixed background or persons who wish to not declare themselves as anyone “kind” of citizens. Important reforms, including a revised or new constitution have remained out of reach, though there is broad agreement that such reforms are of key importance for Bosnia’s future development. The state remains contested from numerous sides. Furthermore, the international community, in particular the EU, continues to remain active in Bosnia, While the country remains mired in a frozen conflict, international engagement aims to both consolidate a stable democracy in the country, as well as prevent the political conflict from further deteriorating. While relations with Croatia have seen massive improvements since 2000, Serbia remains heavily (and many would say negatively) involved in the internal affairs of the country. The developments in Kosovo have further heightened the tensions in Bosnia, and the Eurozone crisis and conflicts in Afghanistan and Iraq have shifted international attention away from Bosnia.
The panel offers the opportunity to assess the developments in Bosnia over the last twenty years and to point out and discuss some of the major challenges that remain.
Papers could (but are not limited to) address some of the following topics:

Bosnia’s constitutional development since 1992/1995The economic development of Bosnia since 1995 and the key challenges remainingThe role of international actors and the international state-building projectKey problems in human rights, civil society and transitional justice in BosniaThe role of the neighbouring countries in Bosnia’s development over the last 20 yearsThe influence of Europeanization on Bosnia’s multiple transformationsBosnia’s development in comparative perspective
We welcome proposals for papers that address one or multiple of the above areas. We are particularly interested in comparative perspectives for example comparisons between Bosnia and other successor states of the former Yugoslavia, as well as papers grounded in practical regional experience.

It is planned that the contributions will be published at a later stage in an edited volume with a major academic publisher.

After more than two decades of research on post-communist transformations, a consensus has emerged that corruption is a major phenomenon associated with the evolution of the former "second world."
The purpose of this conference is to explore the analytical, conceptual and comparative dimensions of this phenomenon and to examine recent empirical findings and field work on corruption in Eastern Europe and the former Soviet Union. We are particularly interested in questions such as: What is the heuristic potential, as well as the possible shortcomings, of currently available typologies of post-communist corruption? Is there anything historically distinct about post-communist corruption – or is it a manifestation of broader patterns observable across regions and types of political regimes? What are the most promising strategies for studying the interplay of local factors (such as the multifaceted legacies of socialism) and international developments (such as the emergence of globalized political, economic and institutional contexts) that shape corrupt practices in post-communism? How have such practices evolved over the last twenty years, and how do they vary across time and space? What important aspects of post-communist socio-political orders can be explained as a consequence of enduring and institutionally embedded forms of corrupt behavior?

We invite submissions that demonstrate both analytical rigor and sensitivity to cultural and historical differences. We are particularly interested in stimulating cross-disciplinary conversations about the nature and significance of corruption and the ways in which empirically grounded studies of this phenomenon may be amalgamated into broader analytical accounts of political, social, economic and cultural change after the fall of communism.

We encourage proposals from young researchers who have already completed their dissertation research (ABD) or have defended their dissertation within the last three years. This will be an intensive 2-1/2 day working conference (March 29-April 1, 2012) during which each of the selected papers will be critiqued by the other participants, including all invited presenters, keynote speakers, and a team of discussants made up of Miami University faculty.

The Havighurst Center will provide accommodation in Oxford, ground transportation to and from the airport, and partial travel funding ($300 for domestic travel and $800 for international travel).

The Online News Association, the world’s largest membership organization of digital journalists, will administer the program. The AP-Google Journalism and Technology Scholarship program will provide $20,000 scholarships for the 2012-13 academic year to six promising undergraduate or graduate students pursuing or planning to pursue degrees at the intersection of journalism, computer science and new media. The program is targeted to individual students creating innovative projects that further the ideals of digital journalism. A key goal is to promote geographic, gender and ethnic diversity, with an emphasis on rural and urban areas.

The Social Science Research Council Eurasia Program is pleased to announce that *online applications are now available for its* *2011/2012 Fellowships Competition*.

**Eurasia Program Fellowships**are intended for applicants who have completed their dissertation field research and/or data collection, who have made significant progress in outlining emergent, innovative contributions to scholarship, and who are willing to reach beyond the academic community to make their work known and accessible to a variety of publics.

The Eurasia Program offers *three types of fellowship support in 2011*, providing financial and academic support to graduate students in the early stages of dissertation development, Ph.D. candidates near completion of their doctoral programs in the social sciences and related humanities, and young scholars within five years of the completion of their Ph.D.

The funding for this fellowship program is provided by the Department of State, Bureau of Intelligence and Research, Office of Outreach Title VIII Program <http://www.state.gov/s/inr/grants/index.htm> for Research and Training on Eastern Europe and Eurasia (Independent States of the Former Soviet Union). Pre-Dissertation Awards (PDAs) enable early stage graduate students to perform initial field assessments of up to 4 weeks for archival exploration, preliminary interviews, and other forms of feasibility studies related to their dissertations. We anticipate awarding 4-6 young scholars the opportunity to gain firsthand knowledge of their proposed field sites, establish contacts within local communities, meet with local scholars, and gain insight into how their dissertation topic resonates with regional intellectual, political and social currents.
Proposals should reflect a clear plan for initial field assessment, require a budget of less than $4,000, and clearly articulate the policy relevance of the proposed project.

*Dissertation Development Awards (DDAs)*

Dissertation Development Awards (DDAs) are intended to provide one year of support to enable the prompt completion of a PhD dissertation. We anticipate offering approximately 10 DDAs (with stipends up to $18,000 and $4,000 of possible supplemental funding) to advanced graduate students who have completed their fieldwork. Fellows will participate in professionalization activities and a spring conference, and contribute to the Eurasia Program's new working paper and policy brief series.
Applicants should pay serious attention to the policy-relevant aspects of their research.

*Post-Doctoral Research Awards (PDRAs)*

Post-Doctoral Research Awards (PDRAs) provide research funds to early-career scholars who have been awarded their PhD within the last five years to support the furthering of the work initiated in their dissertations or the launching of their first post-dissertation research project. We anticipate awarding 2-3 of these awards (of up to $33,000 each over 24 months), which will provide unique and valuable resources for recent PhDs making the transition into professional research careers. Applicants will be expected to secure overhead agreements from their institution of employment (for no more than 10% of the total award amount). Research funds may be used for travel, data collection, software, research assistance, salary, or other forms of scholarly development. Applicants must present a clear research and writing plan, highlighting their publication strategy and discussing the policy relevance of the proposed work.

MIDWEST HISTORIANS OF EAST CENTRAL EUROPE WORKSHOP

October 27-28, 2011

Polish Studies at the University of Illinois at Chicago announces a fall workshop for historians of East Central Europe. The workshop is open to faculty and graduate students alike and will be based around pre-circulated papers, chapters, article drafts, etc. Participants are welcome to attend either as paper presenters or as members of the active audience. The program begins the evening of Thursday, October 27 with a State of the Field lecture delivered by Robert Blobaum, Eberly Professor of History at West Virginia University, followed by a reception for all conference participants. Papers will be discussed during panel sessions throughout the day on Friday, October 28.

The purpose of the workshop is to introduce scholars working in related areas to one another, to showcase work in progress, and generally to facilitate a sense of community among historians of East Central Europe with easy access to Chicago. Doctoral students are especially encouraged to share completed dissertation chapters. Registration for the workshop is free. The Hejna Endowment at the University of Illinois will support the cost of accommodations for a limited number of graduate student and faculty participants. Doctoral students seeking assistance with housing should provide a brief letter of reference from their dissertation advisors.

Please contact Keely Stauter-Halsted at stauterh@uic.edu if you are interested in attending the workshop. Indicate in your e-mail if you would like to circulate a paper for discussion (and a short synopsis of its content) and whether you will require accommodations. Pre-circulated papers should be limited to 25 pages in length. The deadline for proposing a paper topic is September 1. Participants should register for the workshop by October 1 to guarantee a spot. Completed papers must be submitted electronically by October 14. They will be made available on-line to all registered participants.

Soros Justice Media Fellowships for journalists at Open Society Foundations Location: New York DL: 12 October 12 2011



The Soros Justice Media Fellowships support writers, print and broadcast journalists, bloggers, filmmakers, and other individuals with distinct voices proposing to complete media projects for local, regional, and national markets that engage the public and spur debate on one or more of the Open Society Foundations' U.S. criminal justice priorities. The fellowships aim to mitigate the time, space, and market constraints that often discourage individuals from pursuing important but marginalized, controversial or unpopular issues in a comprehensive manner. Media fellowships are one year in duration, and fellows are expected to make their projects their full-time work during the term of the fellowship. Projects can begin in either the spring or fall of 2012.

Photography projects (production or distribution) are not eligible for funding. For information on support for this type of project, please see the Open Society Documentary Photography Project.

Note: Please be aware that the Soros Justice Fellowships Program is separate and distinct from the Open Society Fellowship, which supports individuals seeking innovative and unconventional approaches to fundamental open society challenges. While both programs share a common interest in open society issues generally, the Soros Justice Fellowships have an express focus on U.S. criminal justice issues.

Fellowships a the Wilson Center, Washington DC‏

The Wilson Center invites scholars, practitioners, journalists and public intellectuals to take part in its flagship Fellowship Program and to take advantage of the opportunity to engage actively in the Center’s national mission. The Center awards approximately 22-25 residential fellowships through its annual international fellowship competition. Fellows will be affiliated with one of the Wilson Center programs/projects and are encouraged to interact with policy makers in Washington, D.C. as well as with Wilson Center staff who are working on similar research and topics.

Eligibility

_Citizens or permanent residents from any country (foreign nationals must be able to hold a valid passport and obtain a J1 Visa)
_Men and women with outstanding capabilities and experience from a wide variety of -backgrounds (including government, the corporate world, professions, and academia)
_Academic candidates holding a Ph.D. (Ph.D. must be received by the application deadline of October 1)
_Academic candidates demonstrating scholarly achievement by publications beyond their doctoral dissertations
_Practitioners or policymakers with an equivalent level of professional achievement
_English proficiency as the Center is designed to encourage the exchange of ideas among its fellows

Ineligibility

_Applicants working on a degree (even if the degree is to be awarded prior to the proposed fellowship year)
_Proposals of a partisan or advocacy nature
_Primary research in the natural sciences
_Projects that create musical composition or dance
_Projects in the visual arts
_Projects that are the rewriting of doctoral dissertations
_The editing of texts, papers, or documents
_The preparation of textbooks, anthologies, translations, and memoirs

Notes on Eligibility

You do not need an institutional affiliation to apply. For most academic candidates, a book or monograph is required. Scholars and practitioners who previously held research awards or fellowships at the Wilson Center are not precluded from applying for a fellowship. However, the nature and recency of the prior award may be among the factors considered during the selection process, and by the Fellowships Committee of the Board of Trustees.

Fellows’ Responsibilities

The Center’s "scholars in residence" are so in both name and fact. Fellows are expected to work from their offices at the Center and to participate in appropriate meetings organized by the Center. Fellows are also expected to present their research at our informal internal Work-in-Progress seminars, and to attend the Work-in-Progress presentations given by their colleagues. In addition, fellows are encouraged to make a more formal presentation to the public such as a colloquium, seminar, workshop, or other form of meeting. The Center expects all fellows to seek ways to share their expertise with the Washington policy community. The form of such interaction could range from a deep background briefing for an executive branch agency to an informal roundtable discussion with members of Congress and their staffs.

Stipend
The Center tries to ensure that the stipend provided under the fellowship, together with the fellow’s other sources of funding (e.g., grants secured by the applicant and sabbatical allowances), approximate a fellow’s regular salary. Stipends provided in recent years have ranged from $26,000 to $85,000 (the maximum possible). Stipends include round trip travel for fellows. If spouses and/or dependent children will reside with the fellow for the entire fellowship period, money for their travel will also be included in the stipend. In addition to stipends, the Center provides 75 percent of health insurance premiums for fellows who elect Center coverage and for their accompanying family members.

Scholarship Description: The Distinguished Fulbright Awards in teaching program, sponsored by the Bureau of Educational and Cultural Affairs, U.S. Department of State, recognizes and encourages excellence in teaching in the U.S. and abroad. It is part of the overall Fulbright Program, named in honor of Senator William Fulbright, which promotes mutual understanding among people of the United States and other countries. The program will send highly accomplished primary to secondary school teachers from the U.S. abroad and bring international teachers to the U.S for a semester-long program. For international teachers, the program is open to teachers from Argentina, India, Israel, Finland, Mexico, Morocco, Singapore and South Africa. Selected international participants will be placed at a U.S. host university with a respected School of Education from late August to mid-December, 2012. The host university will provide a broad range of resources in the teachers’ fields of teaching expertise. The participants will enroll in advanced undergraduate or graduate level classes, team-teach in local schools and/or conduct seminars or workshops for U.S. teachers; and engage in other teaching related activities. During the program Distinguished Teachers will work toward the completion of an action-based research project of their own design. Upon returning home, teachers will be expected to share knowledge and experience gained on the program with teachers and students in their home schools and with their communities.
