The position
The successful candidate will head up our research cluster on “Culture and Diversity”. Responsibilities include conducting applied research as well as knowledge dissemination and transfer within the thematic area. Co-operation with the other ECMI clusters in multi-disciplinary research projects as well as with ECMI’s non-resident research network is also part of the responsibilities. The new colleague will take a lead in developing further the thematic area of the cluster, and for this reason we ask applicants to submit a Vision Statement (max 300 words). Other responsibilities include networking with relevant academic institutions and national/international organizations as well as media active in the area of minority politics. The candidate will also be responsible for project management and supervision of younger members of research staff. Some travel is required. Requirements and conditions
Candidates are required to document a Phd-degree in law, political or social science as well as experience from previous research positions. Prior knowledge from the field of Minority Studies and the European minority rights regime is required. Independent research skills, the ability to work in a team and guide younger researchers, as well as good communication skills in written and spoken English are necessary. Experience as consultant and with training of public servants is welcome. Knowledge of German is an asset. Candidates without German language skills are expected to acquire these within a year or two.
A contract for two years is offered with renewal option. The ECMI is a German-Danish intergovernmental foundation under private German law which governs the contract conditions. The successful candidate must take up residence at the seat of ECMI in Flensburg, Germany.

Human Rights Watch (“HRW”) is seeking highly-qualified applicants for the position of Researcher on the Balkans and Eastern Europe.
Description:

The Researcher in Human Rights Watch’s Europe and Central Asia Division will be responsible for developing and implementing a research and advocacy agenda on the Western Balkans (particularly Bosnia, Croatia, Serbia and Kosovo) and EU member states in Eastern Europe (particularly Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia). The primary objective will be to curb human rights violations in the region through, among other things: conducting timely fact-finding missions on issues of acute or pressing concern; writing quick, concise and accurate reports, briefing papers, letters, news releases, and op-eds; the effective and timely marketing of those written products and Human Rights Watch’s agenda to the media; developing and implementing strategies to change abusive laws, policies, and practices, in close collaboration with colleagues inside Human Rights Watch and with international and national NGO partners; advocating effectively for human rights change with government officials in the region, with other EU member states, in Brussels, Washington, DC, and elsewhere; working closely with partner NGOs across the region to ensure that HRW’s efforts reinforce their agenda; monitoring and responding to critical legislative and/or policy developments, including at European Union level; and liaising with relevant regional organizations, particularly the European Union and Council of Europe.
Qualifications:

The ideal candidate will have at least five years of directly-related experience working on the countries of the Western Balkans and/or EU member states in Central and Eastern Europe, including significant time spent living and working in the region. An advanced (graduate) degree and practice in journalism, law, international relations or social sciences is strongly preferred. Solid field research and documentation skills are essential. Expertise in building and maintaining NGO networks and working in coalition with other organizations is highly desirable. Fluency in both written and spoken English, as well as familiarity with international human rights law, is required. Thematic expertise in anti-discrimination is highly desirable and expertise with migration and asylum and/or documenting abuses in closed institutions is desirable. Fluent written and spoken Bosnia/Serbian/Croatian is preferred and German and other relevant regional languages are desirable.

The Researcher must be able to identify, research, analyze and effectively communicate important human rights developments in a timely and sophisticated fashion, setting priorities in consultation with other Human Rights Watch staff. The Researcher must be an agile and productive writer and dynamic speaker with accurate, analytically sophisticated, and persuasive oral and written communications skills. S/he must be able to think strategically about international and local media environments and how to use the media (including electronic and social media) to further advocacy goals, maintaining regular contact with key local, national and international media contacts relevant to the researcher’s issues. He or she must be able to develop and implement realistic and effective local and international advocacy strategies and tactics in order to identify and seize advocacy opportunities and thus insert HRW’s position into public debate. Creativity, initiative, perseverance, and flexibility are required while maintaining HRW’s high methodological standards.

The Researcher must be able to travel in the region for two or more weeks at a time, four to six times a year. The researcher will preferably be based in Budapest or in HRW’s Berlin office, although location in other HRW offices in Europe may be considered. The incoming Researcher must be prepared to spend significant periods of time in HRW’s London, Berlin and/or New York offices, particularly in the first year of employment for purposes of orientation, integration into the organization, and training, and thereafter for regular consultation.

Under the overall supervision of Assistant Representative and in close cooperation with Programme Analyst and Programme Assistant, the Project Officer will be responsible for the coordination of all aspects of UNFPA BiH work on improving the status of women and men survivors of sexual gender based violence during the war, and UNFPA’s support to implementation of UN SC Resolution 1325 in BiH. • Coordinate stakeholders (government representatives at various levels and CSOs) in development of the Strategy to improve the status of women survivors of sexual and gender based violence in war in BiH and support for creation of action plans at the levels of regions/cantons. • Coordinate stakeholders to prepare, adopt and implement monitoring and evaluation procedures; • Support UNFPA BiH office in development of plans, strategies and programme components relating to sexual and gender based violence in conflict, and other issues of relevance to UNFPA support to the BiH implementation of UN Resolution 1325; • Support fund-raising for issues of sexual and gender based violence in the conflict and other gender based violence related issues in BiH. • Create strategic partnerships and awareness raising activities for joint co-financing modalities within government structures, UN agencies and other donors; • Intensively work on promotion of effective stakeholder participation in the programme implementation; Support in formulating the annual workplans and monitor their day-to-day implementation through consultations, correspondence and field visits. • Support organization of any regional or BiH conferences/workshops/events related to these issues. • Coordinate monthly, quarterly and yearly narrative reporting with relevant stakeholders. • Assist in advocacy efforts; II. Provision of Strategic planning and policy making activities to UNFPA partners: • Provide advice related to project cycle management with line ministries. • Provide policy inputs to all working groups • Providing advice and oversee the organisation and conduction of capacity development events / conferences/workshops. 3. Contribution to the development of the Country Office as a knowledge-based institution • Share relevant and substantive and operational experiences with other colleagues; • Participate in project/programme evaluation exercises; • Participate, as a resource person, in substantive and/or operational training sessions organized for the Country Office and/or project staff; • Catalyze the expansion of the range of UNFPA deliverables and originate new project portfolios; 4. Qualifications
Education Advanced University degree in law, political science, international relations, social sciences, public administration or similar. English Translator at the European Central Bank Location: Frankfurt am Main - Germany

The Directorate General Secretariat and Language Services of the European Central Bank (ECB) is seeking an experienced English Translator for an assignment in the English Translation and Editing Section of its Secretariat Division. Applications are invited from qualified candidates who are currently working for the national central bank of an EU Member State, for a European institution (such as the Council of the European Union, the European Commission, the European Parliament, the European Court of Auditors, the European Investment Bank or the Translation Centre for the Bodies of the European Union) or for an international organisation (such as the International Monetary Fund, the Bank for International Settlements, the European Bank for Reconstruction and Development or the Organisation for Economic Co-operation and Development).
The English Translation and Editing Section is responsible for providing language-related services in English to the ECB. The selected candidate will join the Division’s team of English native-speaker linguists, who are responsible for editing texts written in English, proof-reading English typeset texts, producing translations into English, and second-checking in-house and outsourced editing and translation work. The materials handled by the team range from the ECB’s statutory publications (Annual Report, Monthly Bulletin, Convergence Report), to more technical materials for a specialist readership (Occasional Papers, articles and speeches), to general information addressed to the wider public (brochures on the ECB’s areas of competence, press releases, text for the ECB’s website, etc). In addition, the Division’s English native-speaker linguists translate materials received from external sources in languages other than English (such as correspondence or media reports on topical issues).
The holder of this position will be entrusted with the following main tasks:
  • with a focus on effective communication, to edit ECB materials which have been drafted in English by native and non-native speakers, correcting errors of grammar, consistency and style (with reference to the ECB’s English Style Guide), and ensuring a high-quality finished product tailored to the target audience;
  • to proof-read the English-language typeset versions of ECB materials which are destined for printed or electronic publication, in order to ensure the correct content and layout of the pre-print version;
  • to produce high-quality translations into English of texts received from external sources which are of interest to the ECB (the selected candidate will be expected to be able to translate from at least two current or prospective official EU languages);
  • to second-check editing and translation work produced both externally and in-house;
  • to contribute to the ongoing compilation and maintenance of the ECB’s terminology database;
  • to contribute to the updating and developing of the English Style Guide.

Qualifications and experience

The successful candidate must have the following knowledge and competencies:
  • An advanced university degree in two languages (other than English) which are current or prospective official EU languages, or a proven ability to perform the tasks required by the position.
  • A postgraduate qualification in the professional linguistic field would be an advantage.
  • At least two years’ proven experience as a professional translator working from at least two (current or prospective) official EU languages into English is required.
  • Professional experience of editing and proofreading English-language materials would be an advantage.
  • A sound background knowledge of economics and finance would be an asset.
  • Familiarity with the central banking environment in general and the ECB in particular would be an advantage.
  • Perfect command of English and an excellent command of two other official EU languages.
  • A working knowledge of an additional official EU language would be an asset.
  • Familiarity with a terminology management package such as TRADOS MultiTerm and translation memory software such as TRADOS Translator’s Workbench would be an advantage.
  • A very good knowledge of standard MS Office applications is essential.

The British International Studies Association (BISA) South East Europe Working Group is looking for new members. Membership of the working group is open to academics, postgraduate students, practitioners and analysts based in institutions around the globe.

Established in 2002, the BISA Working Group on South East Europe (the post-communist Balkans, Greece, Turkey and Cyprus) aims to become a space for debate and research on issues related to the security, political, economic, justice and social transformation and reconstruction of the region. The Western Balkan dimension of the group particularly engages with external state-building processes following the conflicts in the 1990s, as well as issues related to the Europeanization, economic cooperation, soft security challenges and the place of the region in Europe's energy politics.

The aim of this working group is to strengthen the network of scholars working on the above mentioned issues and to initiate a dialogue with policy-makers and practitioners interested in South East Europe. Future activities of the working group include joint panels at international conferences, specialized workshops and joint publications.

Membership of the working group is free, however, membership of BISA (required for participation at the annual convention), is subscription-based.

Consultancy at GIZ Skopje office - Human Trafficking and Social Protection‏

The GIZ office in Skopje has
recently launched its Regional Program on Human Trafficking and Social
Protection (HTSP) to be implemented in Macedonia, Serbia, Kosovo and Bosnia and
Herzegovina.
The main goal of the Program is to strengthen
the decentralised social service delivery structures in order to fight Human
Trafficking. In particular, the Program aims at:
identification
of the various root causes of human trafficking and the possibilities for improved
outreach of the social protection schemes to the vulnerable groups in Macedonia;
strengthening
of the social prevention as to avoid and/or reduce the incidence of human
trafficking that is often found amongst the vulnerable/marginalized groups; �
long-term
social inclusion of potential and actual victims of human trafficking.
As part of the program GIZ plans to carry out a
number of baseline studies on topics related to social protection and human
trafficking. The studies will be carried out at different time periods over the
course of the next 12 months.
Therefore,the GIZ office in Skopje is seeking fornational consultants to draft analysis on the following topics:
Poverty assessment and mapping of
vulnerable groups (with special focus on Human Trafficking);
Study on existing social protection
schemes and benefits;
General situation analysis of
Centres for Social Work (CSW);
Study on existing social delivery
mechanisms and requirements / opportunities regarding decentralisation of

UNDP Programme Management Analyst, Sarajevo‏

The Social Inclusion Cluster is organizational parts of UNDP in BiH in charge of implementing projects and activities within the wider social sector in BIH. To that end, the Cluster implements programmes in line with UNDP service lines as foreseen by United Nations Development Assistance Framework (UNDAF) and Country Programme Action Plan (CPAP) in BiH.

Under the guidance and direct supervision of the Deputy Resident Representative (DRR) or Assistant Resident Representative/Programme ARR(P), the Programme Management Analyst is responsible for management of UNDP programme and overall policy advice within the thematic/sectoral areas assigned. The Programme Management Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services in his/her thematic area.

The Programme Management Analyst supervises and leads programme staff and coordinates activities of the projects' staff and also acts as a secondary supervisor to the Programme Analyst within the Cluster. Initiation of a project, presentation of the project to Project Appraisal Committee (PAC), ensuring project managed in Atlas finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Function at Manager Level 1 in Atlas for Purchase Order (POs) and vouchers approval, and participate in recruitment for projects.
With support of Programme Associate, ensure financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of National Execution (NEX) projects if applicable.
Ensure on a monthly basis the following inputs for review and discussion of the Senior Management Team: list of the activities, expenditures and results achieved during the previous month as compared to the work plan for each project within the Cluster.
Follow up on audit recommendations. Ensure that reports are regularly prepared on programme activities, outputs and outcomes, including preparation of donor reports.
Appraise programme staff at the same level and below as well as the other staff as delegated by DRR.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

Development of partnerships with the UN Agencies, International Financial Institutions (IFI's), government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors' priorities.

UN-HABITAT has been actively assisting Kosovo institutions in the field of
governance, spatial planning and municipal administration since 1999. This
assistance is now conducted under the “Municipal Spatial Planning Support
Programme” with financial support of the Swedish Government. The Programme is
implemented in the municipalities where some of Kosovo’s secondary cities are
located (Pejë/Peč, Prizren, Gjilan/Gnjilane, Ferizaj/Uroševac and Mitrovica).
The Programme is working also in smaller municipalities: Junik, Hani i Elezit,
Mamusha/Mamuša, Graçanicë/Gračanica and Partesh/Parteš.
The UN-HABITAT staff in each office works with their municipal counterparts as
the MuSPP team on the various projects.
Components and objectives of the Municipal Spatial Planning Support Programme MuSPP2’s overall development objective is to contribute to improved and sustainable living conditions of the citizens of the participating
municipalities through enhanced municipal spatial planning and development.
The specific objective of this Programme is to build capacity and institutional

structures for improved and inclusive municipal and urban development planning.

Purpose of the Post

The general purpose of the post is work together with municipal planners, the
Municipal Planning Team, civil society and key stakeholders in formulating and
drafting a Municipal Development Plan (MDP)/ Urban Development Plan (UDP) for
the Municipality of Graçanicë/Gračanica. Whilst the post is primary to work with
the Municipality of Graçanicë/Gračanica it is expected that the incumbent will
also assist on demand basis the Municipality of Partesh/Parteš with spatial
planning related activities.

Skill Sets Required

A range of skills will be required in: spatial and urban planning; project
management; development control; transport and mobility planning; urban design;
environmental planning; infrastructure planning; local economic development
planning; rural planning; stakeholder and civil society participation; housing
policy & finance; informal and unplanned settlement regularisation; disaster
risk assessment and management; and law relating to planning and development.
All the professional officers are expected to build the skills, experience and
knowledge of their counterparts through a variety of means but primarily
involving learning by doing, side by side in-service training methods.

Main tasks

Under the direct supervision of the International Planning Advisor based in
Prishtina/Priština, as coordinated with the Prishtina/Priština-based Planning
Unit Coordinator the Spatial/Urban Planning Officer, will mainly be responsible
for the Municipality of Graçanica/Gračanica but will also assist the
Municipality of Partesh/Parteš in performing the following main tasks:

1. Provide technical on-the-job assistance and guidance to the municipal

planners and municipal planning bodies, on a daily basis, using an inclusive
planning process.
2. Provide technical support and advice in the formulation and drafting the
Municipal Development Plan (MDP) and Urban Development Plan (UDP) for
Graçanicë/Gračanica Municipality, this will include;

· Assist in the establishment of MPT and other necessary groups,

· Work with municipal planners to develop a detail project plan for drafting the
MDP/UDP,

· Draft the Municipal Profile jointly with Municipal planners and the MPT,

3. A major objective of the post is to build the skills and experience of our
counterparts.

4. Assist with translation and interpretation, both verbal and written, when

required or as instructed by the SE regional office supervisor/the CTA. Provide
language quality checks of written materials.

5. Assist in building the skills and experience of our counterparts, institution

building of municipal planning units, promoting dialogue among local authorities
and civil society and other key stakeholders;

6. Provide logistical and administrative support and performing any other

functions and task as required.
7. Provide monthly progress reports for the Prishtina office.
8. Perform any other functions and tasks which may be required by the nature of
the programme’s activities and as assigned by the Head of the South East Region
Office/the Planning Coordinator/the CTA.

Duty Station

The work shall be performed from the Municipality Graçanicë/Gračanica, with
travel to Partesh/Parteš Municipality as required. It is also expected that the
National Spatial/Urban Planner would reside in the Graçanicë/Gračanica
Municipality or the vicinity thereof. Transport to and from work will be the
staff member’s responsibility.

· University degree in spatial planning, environmental planning, urban design,

architecture or equivalent academic degree, plus professional practical
experience in related field;
· Familiar with the Law on Spatial Planning and other relevant legislation
within the field of urban and spatial planning.
· Good knowledge and understanding of best practices within the field of urban
and spatial planning. International experience would be an advantage;
· Experience with innovative participatory planning approaches and modern
planning techniques; understanding of European trends and concepts in planning.
