The German Bundestag collaborates with the Humboldt University in Berlin to run its International Parliamentary Scholarships (IPS) scheme.

This gives well qualified young people with a strong interest in politics from the USA and Central, Eastern and South Eastern Europe the opportunity to gain first-hand experience of Germany’s system of parliamentary government.

The scheme involves fifteen-week placements with Members of the German Bundestag. The participants are introduced to the wide variety of tasks carried out in a Member’s office. For example, they may find themselves drafting speeches, articles and letters or doing preparatory work for plenary sittings.

The exchange programmes of the German Bundestag are conceived of as exciting ways of teaching young people about the significance of friendly cooperation based on shared political and cultural values.

ECMI Workshop, Ethnic Minorities and New Social Media, Flensburg, Germany, 4 November 2011‏

The interconnectedness of contemporary societies is facilitated to a great extent by the diffusion of modern digital technologies. New internet tools, such as facebook or twitter, offer platforms for contact, cooperation and socialization for social media users. While the role of internet and of new social media has begun to be studied, little research has been done on the internet's implications for the situation of a specific group: ethnic minorities. Given the relatively easy access to new social media and taking into account that minorities cannot often freely use their languages in the official national public spheres, one would expect that ethnic groups' members would seize on the opportunities provided by the internet. Also, one would expect that the usage of new social media has broad implications for ethnic group members' identifications, perceptions and actions.

The workshop aims to discuss the following topics: theoretical and methodological paradigms that help uncover ethnic online activism; trends in minorities' usage of new social media at the national (particularly in Poland and Germany) and transnational levels; linkages between the usage of new social media and political participation; impact of the new social media on different categories of members of ethnic communities (e.g. women, youth) and their participation in public life.

We invite papers exploring one or more of the research agendas above, but the workshop is also open to discuss other topics that relate to the patterns of usage and the impact of new social media on minority groups. Statistics Traineeship Programme ECB - European Central Bank Frankfurt, Germany

The Directorate General Statistics (DG/S) of the European Central Bank (ECB) is seeking recent graduates or students who are close to completing their studies for its Traineeship Programme in 2012.
DG/S is responsible for developing, compiling and disseminating the statistics and the related statistical indicators that the ECB needs to conduct its monetary policy, and that enable the other functions of the ECB, the Eurosystem and the European System of Central Banks (ESCB) to be carried out. DG/S also provides statistical support to the European Systemic Risk Board (ESRB).
For this purpose, DG/S cooperates closely with other ECB business areas, the national central banks of the Member States of the European Union (EU), the European Commission (especially Eurostat), European and national supervisory authorities, international organisations, the national statistical institutes of EU Member States and the statistical departments of certain international institutions. DG/S comprises five divisions:

• Euro Area Accounts and Economic Data Division

This Division develops, compiles and disseminates the statistics regarding financial and non-financial sector accounts for the euro area, as well as statistics on prices and costs, output and demand, the labour market and government finance and, where appropriate, liaises with the primary producers of such data.

• External Statistics Division

This Division develops, compiles and disseminates the euro area’s external statistics and statistical indicators, in particular the balance of payments, the international investment position and effective exchange rates. It also manages the Centralised Securities Database.

• Monetary and Financial Statistics Division

This Division develops, compiles and disseminates the statistics regarding monetary financial institutions (MFIs), other financial intermediaries, financial stability and financial markets – including interest rates and securities (issues) statistics – as well as statistics regarding payment systems within the euro area.

• Statistical Information Services Division

This Division develops and applies the statistical tools and procedures to collect, produce, manage and disseminate the ECB’s statistics and statistical databases. It provides IT support to internal and external users of the databases, implements best practices in statistical data exchange and management, and harmonises statistical processes.

• Statistics Development/Coordination Division

This Division develops new types of statistics and statistical indicators (current projects include work relating to financial stability, credit risk transfer, securities holdings and payment cards). It also develops, compiles and disseminates statistics on surveys relating to household finance and consumption and access to finance for small and medium-sized enterprises (SMEs). In addition, it contributes to work on European and global statistical standards.

The holders of these traineeships will be expected to perform the following main tasks:
Trainees will be expected to:

• participate actively in the work of the divisions;
• gain an insight into conceptual, methodological and operational work on statistics in a policy-oriented environment;
• work independently, under the guidance of a mentor; use their initiative and interact with other members of staff, and
• they will also have an opportunity to complete a conceptual or empirical study, suitable for presentation at an internal seminar.

Typically, up to 30 trainees are recruited a year to work on different tasks and projects. Some examples are given below.

• In the Euro Area Accounts and Economic Data Division, trainees may work on the compilation, statistical analysis and dissemination of general economic statistics, such as price and output statistics. They may also be involved in seasonal adjustment.
• In the External Statistics Division, they may work on monitoring the quality of statistics on balance of payments and international investment position, as well as methods and sources in EU Member States.
• In the Monetary and Financial Statistics Division, they may work on the compilation, statistical analysis and dissemination of monetary and financial statistics data, such as bank balance sheets and monetary aggregates, securitisation statistics, insurance corporations and pension funds data, MFI interest rates, payment statistics, yield curve, securities issued statistics and implied probability density functions. Trainees may also be involved in technical tasks related to data processing.
• In the Statistical Information Services Division, they may work on programming (mainly FAME, JAVA, Perl and UNIX scripts), data loading, metadata maintenance, first-line support for the business area, maintenance of the hotline, testing of applications and many tasks in support of the publication process.
• In the Statistics Development/Coordination Division, trainees may work on developing and maintaining statistical datasets for financial stability purposes, securities holding statistics, securitisations, international payment cards and credit derivative statistics, including work arising in the area of securities markets and financial infrastructures. In addition, trainees may be involved in ongoing work on a joint Commission/ECB survey on SME access to finance and a Eurosystem Household Finance and Consumption Survey.

Qualifications and experience

The successful candidates must have the following knowledge and competencies:

• The traineeships are aimed at those who have been studying economics, econometrics, statistics, mathematics, finance or other relevant disciplines (e.g. computer science).
• An excellent knowledge of English is essential and a good knowledge of one other official language of the EU is an asset.
• Good IT skills and a sound knowledge of MS Office (in particular Word, Excel, PowerPoint and Access) are basic requirements.
• Familiarity with a statistical or mathematical software package and related computer programming experience (Stata, Matlab, SAS or equivalent) are important assets.
• Ideally, knowledge of, or experience in, financial instruments, institutions and markets, as well as in statistical methods.
• Knowledge of economic statistics and/or international statistical, accounting or supervisory standards would be important additional assets.
• Familiarity with data analysis and/or data management is an asset.

Job profile: PhD candidate in law - Conflict of Interest in the Public Sector

Background
The Basel Institute on Governance is an independent and non-profit think tank conducting research and offering policy
advice and capacity building support in public, global and corporate governance/compliance. Through the International
Centre for Asset Recovery, it further provides training and advisory services in the field of asset recovery. On grounds
of its academic research the Institute provides assistance to developing and transition countries in the assessment and
implementation of public sector reforms particularly with regard to their anti-corruption legislation and institutions. In
May 2010, the Institute hosted an interdisciplinary conference on conflict of interest and is currently developing a
publication based on the findings of this conference. The Institute is currently working on a number of projects, which
involve analysis of conflict of interest regulation in transitional and low-income countries.
PhD position
The PhD candidate will develop a doctoral dissertation (in English) on types and instruments of regulation to control
conflict of interest in the public sector and mechanisms to implement and enforce regulation in developed and
developing countries. The aim will be to identify solutions to controlling conflict of interest that take into account the
cultural context, strengths and weaknesses of the local governance systems with a focus on countries in the Middle

The PhD candidate will develop a doctoral dissertation (in English) on types and instruments of regulation to control
conflict of interest in international organizations and the international civil service. The focus will be on describing what
the standards of conduct are with regard to the notion of conflict of interest, identifying what relevant conflict of
interest situations for international civil servants are as well as analysing how conflict of interest is managed and
sanctioned in the international organisations. Professor Dr. iur. Anne Peters L.L.M (Harvard), Vice-President of the Board
of the Institute, will be the academic supervisor. The supervisor will be assisting the candidate in selecting a specific
topic and on the writing process. In addition, the candidate will benefit from exchanges with an interdisciplinary team of
practitioners at the Institute. The Institute cannot provide for remuneration, but will support the candidate in
applications for scholarships to ensure funding for the research. Also, the Institute may provide remuneration for
contributions to its project work in collaboration with various donor organisations (OECD, WB, UNDP, SDC, DFID, GIZ
among others).

Zentrum Moderner Orient (ZMO) is an independent centre for interdisciplinary research on the history, societies and cultures of the Middle East, Africa, Central, South and Southeast Asia, and Europe. The focus is on influences, perspectives and connections of the south, notably of Muslims and their neighbours. The centre currently employs about 35 research fellows, the majority of them historians, students of Islam and anthropologists, from a variety of countries.

Within its research programme „Muslim Worlds �" World of Islam? Concepts, Practices and Crises of the Global", ZMO announces the opening of five research positions for PhD holders who will be expected to reside in Berlin. They should situate their work within the research programme of ZMO (see http://www.zmo.de/forschung/projekte_2008/gruppenposter.pdf) and be prepared to contribute actively to the overall programme of the Centre in addition to pursuing their personal project.

ZMO wishes to particularly encourage applications with a regional focus on Africa and Southeast Asia. The Experience of Cohabited Space - Representations of
Contested Areas in Text, Cinema and Sound, 1920-50. An
International Interdisciplinary Conference, jointly organised
by Centre of European and International Studies at the
University of Portsmouth

“Cohabited space” is a useful term for defining complex social spaces. Often, however, it oversimplifies the experience of different ethnic and social groups living together in a shared environment, and ignores the numerous tensions arising from the condition of multi-ethnicity within a limited territory. The margins or boundaries of settlement have always been acutely at issue. Besides being real spaces - countries, ghettos, cantons �" there are cultural spaces too, which are fought over at the level of discourse and style and which are produced by authors and artists with varying degrees of autonomy.

We think the time is ripe to address these issues, but with a very precise historical focus. Much has been written lately about the ideology of the Diaspora, but for the most part debates have been given a very contemporary spin. This conference will look specifically at the consequences of the disintegration of the multinational empires after the First World War, and the rise of discrete or emergent cultures who found themselves without a home, and who attempted to fashion one from various materials. The diasporic imagination, which resides in a landscape of regret and yearning, is firmly located in historical determinants, and it is one of the tasks of this conference to begin to sketch those out.

Although there have been an increasing number of studies in recent years on the experience of twentieth century migration and diasporas, the coverage of cohabited space and its possible research landscape is still very patchy. While both migrant communities and their agents and institutions have been the subject of major studies and conferences, the role of their textual representation during the various stages of reorientation in the new environment, although of vital importance for the academic enquiry, has so far been neglected. As time went on, notably in the mid 1920s, the new audiovisual media of sound recording and cinema dealt with forward looking emotions such as yearning and expectancy, but were even more preoccupied with nostalgia, homesickness and the dilemmas of coping in a new environment, whether seen from a humorous or dramatic angle.

Obviously, the collapse of stable notions of national identity was much more acutely experienced in some countries than in others. The conference wants to invite discussion of these differences, asking, for example, why some countries developed a much more complex and coherent diasporic sub-culture than others. Why were minority groups able to gain status and cultural power in some countries and not in others? Which media facilitated their expression, and which hindered it?

There are real spaces, and there are imagined spaces, and the latter exert tremendous power. In this conference, we want to try to move towards mapping out that landscape of desire and regret which characterizes diasporic cultures in this early period. To do this, we might need to draw sharp distinctions between countries and periods, and indeed media. The cultural task undertaken by the press, for example, might be radically different from the cinema.

Papers may address:
• the spatial formation of contested areas, and the way in which they were represented
• the transatlantic dimension of migrant passage
• the transformation from province to urbanity
• cultural varieties of nostalgia
• film production and minority groups

Please submit abstracts of proposed papers or proposals for panels, together with a list of relevant publications and a CV of no more than half an A4 page to include recent employment history and current post. Abstracts should not exceed 300 words for papers or one A4 page for panel proposals. On all e-mail correspondence please include "Cohabited Space" in the subject line. Post-graduate Internship: Future City Leaders Initiative ICLEI - Local Governments for Sustainability Bonn, Germany

We are offering an interesting and challenging Post-graduate Internship: Future City Leaders Initiative within the international team of ICLEI’s Capacity Center at the World Secretariat in Bonn, Germany.

The Future City Leaders Initiative (more information: http://www.iclei.org/futurecityleaders) offers a capacity building program for selected young Mayors and Council members to provide them with access to information on urban sustainability in a global context, to international partner organizations of ICLEI and to enable them to start and maintain sustainability initiatives within their cities and towns in a global context.

The program is based on the following elements:

• Networking among the participating young leaders
• Facilitated interactions with partners from science, business, NGOs and international organizations
• Personal & professional capacity building of the individual young leader

Tasks:
The initiative is currently preparing its first 2 year program cycle and will soon select the first group of participants. Therefore, the emphasis of the initiative and the intern’s tasks is on the following:

• Support the fundraising for the initiative and help establishing further contacts with potential funders, supporters and partners of the initiative;
• Support the further design and set-up of the 2 year participants’ program cycle, including set-up and preparation of the annual “Sustainability Academy”;
• Set-up of online and other communication structures among the young leaders;
• Maintenance of the website; help with its further development;
• Production of information material (also for participants) and announcements about the initiative, also via online tools (Social Media), and support of the dissemination of the material;

Requirements:

• University Degree in a relevant subject such as Urban Geography, Political Science, Public Administration, Town & Regional Planning, Urban Planning & Management, Communication, Marketing or similar;
• Experience or familiarity in the areas of mobilizing city/town councils, cities and local governments, urban planning & management, environmental sustainability or similar;
• Proficiency in oral and written English; command of German would be of advantage
• Proficiency in office and presentation software; Ideally experience with web content management (preferably Typo 3) and in setting-up and maintaining Social Media tools
• Enthusiasm, a pro-active attitude and an organized working style with eye for detail;
• Editing skills, creativity and very good visual presentation skills.

Terms and conditions:

• The internship position is available from August 2011 at the ICLEI World Secretariat in Bonn, Germany.
• The duration will be six months. The internship is within ICLEI’s international Capacity Center, the intern reports to the Future City Leaders Initiative Project Officer;

South East European Studies in Jena – A short presentation

Curriculum: This program teaches students how to conduct independent academic work in a traditional interdisciplinary field. Students will acquire a wide range of factual and methodical knowledge about Southeast Europe. In particular, they will learn the following:


• Methods of modern linguistics as well as historical-comparative linguistics

• Methods of conducting historical studies

· Methods of literature and cultural studies

• Research on nationalism and ethnicity

English Translator at the European Central Bank Location: Frankfurt am Main - Germany

The Directorate General Secretariat and Language Services of the European Central Bank (ECB) is seeking an experienced English Translator for an assignment in the English Translation and Editing Section of its Secretariat Division. Applications are invited from qualified candidates who are currently working for the national central bank of an EU Member State, for a European institution (such as the Council of the European Union, the European Commission, the European Parliament, the European Court of Auditors, the European Investment Bank or the Translation Centre for the Bodies of the European Union) or for an international organisation (such as the International Monetary Fund, the Bank for International Settlements, the European Bank for Reconstruction and Development or the Organisation for Economic Co-operation and Development).
The English Translation and Editing Section is responsible for providing language-related services in English to the ECB. The selected candidate will join the Division’s team of English native-speaker linguists, who are responsible for editing texts written in English, proof-reading English typeset texts, producing translations into English, and second-checking in-house and outsourced editing and translation work. The materials handled by the team range from the ECB’s statutory publications (Annual Report, Monthly Bulletin, Convergence Report), to more technical materials for a specialist readership (Occasional Papers, articles and speeches), to general information addressed to the wider public (brochures on the ECB’s areas of competence, press releases, text for the ECB’s website, etc). In addition, the Division’s English native-speaker linguists translate materials received from external sources in languages other than English (such as correspondence or media reports on topical issues).
The holder of this position will be entrusted with the following main tasks:

• with a focus on effective communication, to edit ECB materials which have been drafted in English by native and non-native speakers, correcting errors of grammar, consistency and style (with reference to the ECB’s English Style Guide), and ensuring a high-quality finished product tailored to the target audience;
• to proof-read the English-language typeset versions of ECB materials which are destined for printed or electronic publication, in order to ensure the correct content and layout of the pre-print version;
• to produce high-quality translations into English of texts received from external sources which are of interest to the ECB (the selected candidate will be expected to be able to translate from at least two current or prospective official EU languages);
• to second-check editing and translation work produced both externally and in-house;
• to contribute to the ongoing compilation and maintenance of the ECB’s terminology database;
• to contribute to the updating and developing of the English Style Guide.

Qualifications and experience

The successful candidate must have the following knowledge and competencies:

• An advanced university degree in two languages (other than English) which are current or prospective official EU languages, or a proven ability to perform the tasks required by the position.
• A postgraduate qualification in the professional linguistic field would be an advantage.
• At least two years’ proven experience as a professional translator working from at least two (current or prospective) official EU languages into English is required.
• Professional experience of editing and proofreading English-language materials would be an advantage.
• A sound background knowledge of economics and finance would be an asset.
• Familiarity with the central banking environment in general and the ECB in particular would be an advantage.
• Perfect command of English and an excellent command of two other official EU languages.
• A working knowledge of an additional official EU language would be an asset.
• Familiarity with a terminology management package such as TRADOS MultiTerm and translation memory software such as TRADOS Translator’s Workbench would be an advantage.
• A very good knowledge of standard MS Office applications is essential.
