Under the overall supervision of Assistant Representative and in close cooperation with Programme Analyst and Programme Assistant, the Project Officer will be responsible for the coordination of all aspects of UNFPA BiH work on improving the status of women and men survivors of sexual gender based violence during the war, and UNFPA’s support to implementation of UN SC Resolution 1325 in BiH. • Coordinate stakeholders (government representatives at various levels and CSOs) in development of the Strategy to improve the status of women survivors of sexual and gender based violence in war in BiH and support for creation of action plans at the levels of regions/cantons. • Coordinate stakeholders to prepare, adopt and implement monitoring and evaluation procedures; • Support UNFPA BiH office in development of plans, strategies and programme components relating to sexual and gender based violence in conflict, and other issues of relevance to UNFPA support to the BiH implementation of UN Resolution 1325; • Support fund-raising for issues of sexual and gender based violence in the conflict and other gender based violence related issues in BiH. • Create strategic partnerships and awareness raising activities for joint co-financing modalities within government structures, UN agencies and other donors; • Intensively work on promotion of effective stakeholder participation in the programme implementation; Support in formulating the annual workplans and monitor their day-to-day implementation through consultations, correspondence and field visits. • Support organization of any regional or BiH conferences/workshops/events related to these issues. • Coordinate monthly, quarterly and yearly narrative reporting with relevant stakeholders. • Assist in advocacy efforts; II. Responsibilities and Key Results Expected The incumbent’s duties are outlined below and are to be undertaken with due respect to UNFPA regulations and rules and in accordance with UNFPA internal control framework: 1. Contribution to effective Programme Management 2. Provision of strategic planning inputs to UNFPA partners 3. Contribution to development of the Country Office as a knowledge-based institution 4. Manage project operations 1. Contribution to effective Programme Management: • Manage and co-ordinate project activities relating to improving the status of women survivors of sexual and gender based violence in BiH; • Provide policy level and coordination support to the working group for development of the Strategy to improve the status of women survivors of sexual and gender based violence in the conflict; • Ensure all aspects of Monitoring and Evaluation are incorporated in all segments of work; • Support the work of international and national experts; • Lead in preparing project and financial progress reports and feedback. • Develop work plans and ensure implementation and related financial and narrative reporting; • Establish effective working relationship with the national and international counterparts; • Advise the Assistant Representative and follow up on all issues regarding the issue of victims survivors of rape and other forms of sexual violence during the war in BiH. • Support CO BiH in raising awareness on all findings and issues and ensuring timely sharing of information; • Compile implementing partner’s reports and provide inputs for UNFPA strategic/policy actions relating to gender based violence issues, including issues of relevance for improving the status of women survivors of sexual gender based violence in the conflict and the other issues of relevance to UNFPA support to implementation of UN SC Resolution 1325. 2. Provision of Strategic planning and policy making activities to UNFPA partners: • Provide advice related to project cycle management with line ministries. • Provide policy inputs to all working groups • Providing advice and oversee the organisation and conduction of capacity development events / conferences/workshops. 3. Contribution to the development of the Country Office as a knowledge-based institution • Share relevant and substantive and operational experiences with other colleagues; • Participate in project/programme evaluation exercises; • Participate, as a resource person, in substantive and/or operational training sessions organized for the Country Office and/or project staff; • Catalyze the expansion of the range of UNFPA deliverables and originate new project portfolios; 4. Managing project operations • Ensure adherence to UNFPA operating rules and procedures; • Manage project’s finances, including budget development and monitoring, and timely and appropriate financial reporting; • Perform appropriate operations in Atlas; • Provide guidance to implementing partners and ensure their compliance with UNFPA rules and regulations. Qualifications
Education Advanced University degree in law, political science, international relations, social sciences, public administration or similar. Or University degree in law, political science, international relations, social sciences, public administration combined with a minimum of three years of relevant experience. Experience • 3 years of relevant experience at similar positions in providing advice and support to implementation and management of policy making and strategic planning initiatives/projects at national level preferably experience in direct and frequent communication with national or entity authorities and Civil Society Organisations. • Familiarity with international standards of Project Cycle Management; • Monitoring and Evaluation. • Knowledge of BiH administrative organizations and their work procedures will be highly valued.
