The Summer School deals with the complexities of human and minority rights and diversity management in Europe. The 2011
special focus explores linguistic diversity in Europe: How can minority languages spoken by more than forty million people
in the European Union be protected and promoted? Which languages need a special attention? How to acquire and teach a
minority language? What is the challenge of linguistic diversity and language protection within the EU?

The Summer School deals with the topic of linguistic diversity and language rights from a multi-disciplinary perspective: on one
hand the international and interregional protection mechanisms of the United Nations, the OSCE and the Council of Europe
as well as the European Union regarding language rights are presented and discussed with academics and practitioners.
On the other hand the wide range of linguistic diversity will be explored through theoretical discussions from all relevant fields
(law, political sciences, sociology, linguistics) and practical case studies of promoting and protecting minority languages in
Europe.

We offer not only an in-depth overview on human and minority rights, focussing especially on linguistic diversity and language
rights, but also the possibility to discuss their implementation with international leading academics, lawyers and practitioners
from international organisations.

The Summer School participants will engage also in the discussion on old vs. new minorities: Besides the theoretical foundations
participants will take part in an international conference presenting the final results of a research project on Migration in
the Alps (MigrAlp: see www.eurac.edu/migralp).

The Berlin Summer School in Social Sciences – Linking Theory and Empirical
Research aims at promoting young researchers by strengthening their
methodological understanding in linking theory and empirical research. In a
first step, we tackle the key methodological challenges of causation,
micro-macro-linkage, and concept-building that occur in all research
efforts. In a second step, we look at how certain empirical fields deal with
these challenges and – by referring to selected empirical studies – what
solutions have been found to overcome them. Furthermore, participants are
provided with hands-on research advices and have the opportunity to present
their own work and approaches to these issues.

The Berlin Summer School is a joint endeavor of two of Germany’s leading
social science institutions, the Berlin Graduate School of Social Sciences
(BGSS) at Humboldt-Universität zu Berlin and the Social Science Research
Center Berlin (WZB).

The two-week summer school both attracts internationally renowned scholars
and draws back on Berlin-based faculty. Among the confirmed international
lecturers are Craig Calhoun (New York University), John Gerring (Boston
University), Gary Goertz (University of Arizona), Michèle Lamont (Harvard
University), Dietrich Rueschemeyer (Brown University), and Jonathan H.
Turner (University of California, Riverside).

The international summer school is open to thirty PhD candidates. Due to
generous funding by the BGSS and the WZB, there will be no tuition fee. We
have applied for additional funding and thus might be able to cover travel
and accommodation costs for all participants. A decision is expected soon.
Five ECTS Credit Points can be granted due to successful completion.

The UNITED NATIONS UNIVERSITY Vice Rectorate in Europe (UNU-ViE) is an integral part of the Rector's office and the first Vice Rectorate of UNU outside the headqarters in Tokyo, Japan. Established in May 2007 in Bonn, UNU-ViE strengthens the presence of UNU in Europe. UNU-ViE is dedicated to the development of knowledge-based sustainable solutions for global problems and is therefore an active organizer of international science policy dialogues for sustainability. 

The section IDEAS of the Vice Rectorate of the United Nations University (UNU) in Europe aims at strengthening institutional growth of UNU in the world with particular emphasis on Europe, Africa and the Commonwealth of Independent States (CIS). These institutional development issues are the core focus of the executive office.
Responsibilities:
· Translate different types of texts from English and French (and vice-versa), notably institutional,
strategic, scientific, and legal concepts and papers;
· Assist in the drafting and preparation of reports, concept notes, visit agendas, correspondence,
presentations, and other material relating to the Vice-Rectorate’s activities in Africa, including
legal documents such as Letter of Intents and Memoranda of Understanding;
· Develop an English/French glossary of the most frequently used terms with regards to Disaster
Risk Management;
· Proof-reading and copy-editing activities;
· Support the Vice Rectorate’s strategic planning and institutional development related activities;
· Assist in the organization of events, acting as interpreter and translator if need be;
· Assist the Programme Coordinator / head of Executive Office in all necessary academic and/or administrative tasks as the needs arise;
· Other tasks related to the IDEAS Unit as appropriate.
The involvement in this project offers the possibility of engaging in an interesting field of work in an international environment.

The Chair in Law and the Human Genome is preparing a proposal for the lot 2 of a tender  coming from the DG HOME of the European Union (see file attached), which is directly related to CBRN issues and Penal Laws. 

As you will see, we are highly experienced in taking part in EU founded Research Projects. Last year, we completed a study on the question of bioterrorism, biosafety and biosecurity for the DF JLS of the European Union. http://www.scholarshipandphd.blogspot.com/


According to the objectives of this tender, we are building a network of experts belonging not only to all the MS of the EU, but also to the countries quoted in the tender, who will collaborate with us in the development of these studies. We are looking for representatives of Croatia, Bulgaria, Romania, Moldava, Montenegro, Bosnia-Herzegovina and Albania.

If our proposal were the winner one, the representatives would have to report (about 10 pages) about the situation of this topic in their country, trough the methodology exposed in the tender (that is, not only developing a theoretical study on the legal situation, but also making one or two interviews with practitioners). They should also build a database of about 20 practitioners (lawyers, judges, public prosecutors, etc). We would pay a fee of about 500-600 euro for their efforces, apart from a certificate of being involved in this study.

The Recent Past in Post-Dictatorial Societies, Bucharest, 13-14 May 2011 

The challenges of reckoning with the recent past differ from one post-dictatorial society to another, shaping new values, principles, or juridical norms on which democracy is to be built. As Juan Linz and Alfred Stepan underline in their study, the implications of transitions and of democratic consolidations are more complex than the simple movement from a nondemocratic to a democratic regime. Such periods are defined by analytic efforts of understanding the former regime, both with regard to the mechanisms of repression that allowed for its perpetuation, and to the manner in which citizens built mechanisms of accommodation to it. Furthermore, periods of transition entail also pragmatic, institutional, choices for drawing a line between the past and the present, so as the new political and social order becomes credible (Claus Offe).

In a broad sense, transitional justice envisions a multitude of practices and methods of dealing with, investigating, re-evaluating, or correcting the errors of the former regime (Lavinia Stan). Considering this, the juridical and political responses are linked to a specific understanding of justice in transition, including, non-exhaustively, measures of access to archives, establishment of historical commissions for the study of the past, criminal investigation of former perpetrators, temporary exclusion from public offices of the former political elite or of former collaborators of the secret police, or the restitution of the property seized by the former regime. Critical inquiries, the re-evaluation and confrontation of the past contribute to imagining the political and juridical instruments that allow democracy to find ways of expression. Moreover, the problematic of memory becomes one of significant relevance in building a democratic community, as no viable democracy can be born out of negation, amnesia, or forgetfulness of past crimes, abuses, and errors (Vladimir Tismaneanu).

The student conference organized by the Department of Political Science, University of Bucharest, in collaboration with the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile (Bucharest) and Università di Bologna - Forlì (the European project Me 2 EU : From Memory to Europe), is an invitation to reflect upon the different choices and methods of reckoning with the past in post-dictatorial societies.

We welcome original theoretical and empirical studies, individually or collectively conducted, which are able to foster an interdisciplinary dialogue on the following (but not restricted to) themes:
- Memory and democracy: Dealing with the recent past in post-communist European societies;
- Transitional justice mechanisms and practices;
- The role of different socio-political actors in the enactment and enforcement of transitional justice mechanisms and practices (political parties, civil society, historical commissions, etc.);
- Policies, practices, instruments, and institutions administering the relation with the recent past;
- Policies and politics of memory. The political stake in administering the recent past;
- Historical narratives about the recent past (in the public discourse, history handbooks, programs of political parties, jurisprudence, etc.)
- Memorials and lieux de mémoire;
- The nostalgia of the former regime. Explanations and interpretations;
- The status of minorities in post-dictatorial societies
- The relation between the legal systems of the former and current regimes:
- The problematic of the victim in transitional justice.

We particularly welcome the contributions of students enrolled in the final years of BA and MA studies in social sciences: political science, anthropology, sociology, and law.

The conference will take place at the Political Science Department, University of Bucharest: 8, Spiru Haret Street, 010175, Bucharest (District 1), Romania.

For participation, please submit an abstract (in English or French) of no more than 300 words, and a brief CV to fspubconference@gmail.com, by March 30. Mention if partial funding for travel and accommodation costs is needed (currently available funding is very limited).

CEELBAS Workshop, Sarajevo Revisited, 30 June - 1 July 2011‏

With the twentieth anniversary of the siege of Sarajevo approaching it seems a timely moment to revisit the city and the myths that surround it. Today, the city and the region have been overshadowed by the wars in Afghanistan and Iraq. In the 1990s the besieged city became central to the future of Europe, to questions of international foreign policy, and indeed to the notion of western civilisation itself. Known previously only for its minor role in World War One, the city rapidly became a symbol of a post-Cold War world order in which ethnic divisions had replaced ideological ones, and barbarism was unleashed. At the same time, the city was understood as an exception in the region, variously representing Europe's commitment to multiculturalism, and defence of European Islam. This workshop aims to revisit the city in its many manifestations past and present, and explore its role in debates on Europe, the Balkans and the post-Cold War world order.

Contributions are invited for an interdisciplinary workshop to be held at the University of Bath, funded by CEELBAS, which aims to explore the changing representations and significations of the city. One strand of this workshop will examine literary, cinematic, journalistic and artistic representations of the city. A second strand will examine its symbolic significance in political and intellectual debates. Here, the uses of the city in debates on the clash of civilisations, multiculturalism, new imperialisms and the future of supranational bodies such as the UN are welcomed. Papers on any period in the history of the city will be considered, although the focus of the workshop is on the recent war and its aftermath.

The aim of the Summer School is to provide student leaders from across the
region with an opportunity to learn first-hand from professionals working in
the anti-corruption field. The School seeks to provide students with a
peer-to-peer learning and integrity-building platform that
links international experience with transparency and integrity to the
current situation in post-communist countries. Participants of the
Transparency International Summer School on Integrity will learn about the
causes of corruption and practical ways in which post-communist
countries can become more transparent and accountable.

The School staff will offer students state-of-the-art professional guidance
and compelling case studies showing long-term sustainability through
transparent and integrity. Led by experienced anti-corruption professionals,
the School seeks to create an environment that brings discussions about
transparency and integrity from a high public policy level into the
classroom and the everyday life of students.

University students will earn 2 ECTS credits upon successful completion of
the course.

The language of instruction is English.
The Summer School is organised by Transparency International Lithuania in
cooperation with Mykolas Romeris University.

Vienna, 22 March 2011-The South East Europe Media Organisation (SEEMO) calls for nominations for the 2011 Dr. Erhard Busek - SEEMO Award for Better Understanding in South, Eastern and Central Europe. Eligible to be nominated are journalists, editors, media executives, media experts, writers or journalism trainers in South Eastern Europe, who have contributed to promoting better understanding in the region and have worked towards ending minority-related problems, ethnic divisions, racism, xenophobia, gender discrimination, homophobia, etc. The winner will be awarded 3,000.00 EUR.

The award is sponsored by Dr. Erhard Busek, former Vice-Chancellor of Austria, Jean Monet Professor ad personam, President of the Institute for the Danube Region and Central Europe, Coordinator of the Southeast European Cooperative Initiative (SECI), Former Special Coordinator of the Stability Pact for South Eastern Europe, and President of the European Forum Alpbach.

 offering a fellowship for outstanding young thinkers who
  wish to pursue a project in a different field from that of
  their previous research. The purpose of the fellowship is to
  support those who, in addition to producing extraordinary
  work in their area of specialization, are also open to
  other, interdisciplinary approaches ? following the example
  set by Albert Einstein.
  > The fellowship includes living accommodations for five to
  six months in the gardener`s cottage of Einstein`s own
  summerhouse in Caputh, Brandenburg, only a short distance
  away from the universities and academic institutions of
  Potsdam and Berlin. The fellow will receive a stipend of EUR
  10,000 and reimbursement of travel expenses.

Establishing effective environmental governance across the new member and

contender states of South Eastern Europe represents one of the most complex

challenges for the EU. In terms of the prospects of future enlargement, and
the

continued transformative power of Europe, the environmental perspective

provides an invaluable empirical and conceptual vantage point to consider

whether lessons of previous enlargements have been learnt; to assess the

implementation of soft, non-binding forms of regulation; to examine the
realities

of weak states and limited statehood; and to consider the extent to which
limited

success, or indeed outright failure, will impact upon the normative
authority of

the EU. In addition, the nexus of Europeanization, environmental regulation
and

energy security provides an interesting perspective from which to consider

whether EU regulation and conditionality remain relevant in the context of

significant non-EU (Russian) investment in regional energy sectors.

At the level of domestic politics, not only is formal compliance with the

environmental acquis extremely costly and administratively burdensome, but

effective implementation ultimately depends upon radical new forms of

governance and interaction. Perhaps more than any other policy area, success
is

contingent upon governments engaging local as well as trans-national
non-state

actors and fostering regional co-operation in order to respond positively to

global agendas on climate change, global warming and a reduction in GHGs.
The

extent to which the Commission is effectively driving environmental
governance

within South Eastern Europe and the Western Balkans also offers a valuable

optic on the capacity of the EU to act as the key global player in driving
climate

change governance.

This workshop aims to bring together scholars and practitioners, both within

Western Europe and the region, working on aspects of environmental

governance and regulation in new member states (Bulgaria and Romania as well

as CEE states), and candidate and potential candidate states within the
region

(Albania, Montenegro, FYROM, BiH, Serbia and Croatia). Comparative papers
and

perspectives are particularly welcome, as are contributions focusing on

institutional as well as network analysis, or multi-level governance.

The specific aims of the workshop are: (i) to map and critically analyse
emergent

regional and inter-state co-operation; (ii) to examine the impact of

Europeanization via enlargement on environmental governance (institutions
and

networks) in the context of weak civil societies and limited statehood;
(iii) to

critically assess the extent to which new forms of multilateral governance
and

regulation are emerging within the region; (iv) to consider “local”
environmental

regulation and regional responses in the context of energy sector
development,

climate change and ‘global’ trans-national environmental agendas and
initiatives.
