Gendered Memories of War and Political Violence
22-23 May 2012 Istanbul
Gender and Women's Studies Forum
Sabancı University
Workshop organized in the framework of the
Central European University - Sabancı University Joint Academic Initiative
by Ayşe Gül Altınay and Andrea Petö
Opening Remarks by Cynthia Enloe
The 20th century has been a century of wars, genocides, and other forms of political violence. It has also been a century of feminist struggle and theorizing globally. At the peak of what is sometimes called the "memory boom," this conference seeks to explore the different ways in which wars, genocides, and other forms of political violence are remembered through a gender lens. Central questions include (but are not limited to):
* How have wars, genocides and other forms of political violence
been narrated and represented by men and women?
* How do women remember and narrate sexual violence in war?
* How do (written, oral or visual) testimonies challenge or
reinforce the hegemonic accounts of wars and genocides?
* How are wars memorialized and gendered through monuments,
museums, and other memory sites?
* What is the impact of the ethnicization/racialization of violence
on the making of gendered memories?
* How is the relationship between the "personal" and the
"public/national/political" (re)conceptualized in popular culture,
film, literature, and (auto)biographical texts dealing with war,
genocide, and other forms of political violence?
* How are "humanitarian interventions," post-conflict processes, and
transitional justice gendered?
* How do women's, feminist, and LGBTQ movements contribute to
critical memory work on wars?
* What kind of impact has feminist scholarship had on war and
militarism studies, genocide studies, and memory studies?
* What new concepts or theoretical frameworks (queer? postcolonial?
critical race studies?) promise new openings in feminist analyses of
memory work on wars and genocides?
*Applications:*
The working language of the conference will be English. Scholars of all levels and from all disciplines are encouraged to apply. Priority will be given to papers that deal with Europe (in the largest sense of the term) or Europe's connection to the discussed context, but other papers will also be considered.
Please submit an abstract (max. 500 words) outlining the relevance and novelty of your contribution, together with a 200 words resumé.
Presenters will be required to submit their presentation in writing prior to the workshop. With the participation of Cynthia Enloe and other prominent scholars from the field as discussants, we are hoping for close engagement and critical debate during the workshop. Presenters will be encouraged to submit their revised papers for the special issue of the /European Journal of Women's Studies/ on the same topic (to be edited by Altınay and Petö).
There are limited funds for those participants who do not have other sources of funding to attend the workshop. When submitting your abstract, please indicate your need for any financial assistance. There are no registration fees. Lunch, tea and coffee will be provided for all participants.
*The application deadline is 16 December 2011.*

Conference: A Contextual View of Genocidal Intent, University of Leicester, 22-23 September 2011
A Contextual View of Genocidal Intent
This conference seeks to investigate one of the most important aspects of the phenomenon of genocide: intent, an element which the International Law Commission recognised as the "distinguishing characteristic" of genocide. But aspects of intent " its very concept, its significance for the disciplines which engage in genocide studies and the individual elements it comprises, are subject of considerable controversy.
In historical studies, the very question whether the phenomenon of genocide requires intent, has given rise to passionate debate. To many scholars who approach genocide from the social sciences, it is not acceptable that in some cases accusations of genocide should be dismissed because the intent to target a protected group ‘as such’ cannot be established. The necessity of intent moves to the very centre of debate in case studies as diverse as ethnic cleansing in the Bosnian war, colonial wars against Native Americans and the African slave trade.
Genocide scholars who examine the crime from its psychological background, have for a long time considered the intent of various groups and perpetrators which are involved in shaping the context of genocidal campaigns: instigators, followers and by-standers to the events. At the core of their investigations are often questions which go beyond the restrictions of a purely legal analysis: aspects such as motives for genocide occupy a prominent space.
International criminal law proceeds on the basis of the Genocide Convention which stipulates that the perpetrator has to have the "intent to destroy, in whole or in part, a racial, religious, ethnic or national group as such". But questions about the precise standard of intent (a cognitive or a volitional basis?), about the interpretation of the words "in whole or in part" and about acceptable evidence for genocidal intent, continue to have considerable influence on the current debate and often enough receive contradictory treatment by the international criminal tribunals.
This conference will take an interdisciplinary approach by bringing together scholars from various disciplines to debate genocidal intent and its significance, but also to challenge the various concepts which were developed by different schools. By so doing, it will not only promote mutual understanding of one of the most significant crimes on the international scene, but will also aid in the formulation of strategies to deal with the phenomenon of genocide itself.
The conference themes are informed by the various questions which genocidal intent raises. This includes (but is not limited to) the following key points which will be subjected to discussion:
• Is intent of importance to all disciplines which debate genocide?
• Does intent necessarily lead to genocide in the social sense of the term?
• What motives induce the formation of intent?
• Is a mere knowledge standard sufficient for the assumption of intent?
• Is the intent to remove a group from a territory the same as the intent to destroy it?
• Is the intent of "bystanders" of importance?
• What is acceptable evidence for genocidal intent?
Speakers at the conference include Professor William Schabas (Director of the Irish Centre of Human Rights and author of Genocide in International Law), who will give the keynote address on 22 September; and Professors Hans Vest, Samuel Totten and Paul Bartrop.
The organisers gratefully acknowledge the support of the British Academy for the 2011 Conference on Genocidal Intent.

European Commission Traineeship, Brussels and Luxembourg
European Commission Traineeship
Brussels, Belgium / Luxembourg, Luxembourg
1 October - 28 February
http://ec.europa.eu/stages/information/traineeship_en.htm#Infotab1
The aims of the official in-service training with the Commission of the European Union are:
-to provide young university graduates with a unique, first-hand experience of the workings of the European Commission in particular, and of the EU institutions in general. The training also aims to provide an understanding of the objectives and goals of the EU integration processes and policies;
-to give trainees an opportunity to acquire practical experience and knowledge of the day-to-day work of the Commission Departments and Services. They will have an opportunity to work in a multicultural, multilingual and multiethnic environment, contributing to the development of mutual understanding, trust and tolerance. European integration will be promoted within the spirit of new governance and through active participation - creating an awareness of true European citizenship;
-to give young university graduates the opportunity to put into practice knowledge acquired during their studies, particularly in their specific areas of competence. To introduce these graduates to the professional world and its constraints, duties and opportunities.
The European Commission, through its official traineeships scheme:
-benefits from the input of young enthusiastic graduates, who can give a fresh point of view and up-to-date academic knowledge, enriching the everyday work of the European Commission;
-creates a pool of young people with first-hand experience of and trained in European Commission procedures, who will be better prepared to collaborate and co-operate with the European Commission in the future;
-creates long-term "goodwill ambassadors" for European ideas and values, both within the European Union and outside.
Training periods begin with an administrative welcome meeting followed by a two-day general introductory conference on Community matters. Attendance is obligatory for all trainees, with the exception of those based in a Delegation and those starting at a later date (deferred start). Trainees are then assigned to their Directorates-General or Services.
Where to live in Brussels
Try to find accommodation close to a metro line, or somewhere no further than 15 minutes walk from your office. The closest communes (districts) to the majority of Commission buildings, and therefore the most popular, are Etterbeek, Ixelles, Brussels and parts of Schaerbeek.
For trainees appointed to DG ENV, DG INFSO or DG ECFIN, the closest communes are Auderghem, Watermael-Boitsfort, Ixelles and Etterbeek. However, Auderghem and Watermael-Boitsfort are in the suburbs and are slightly more expensive than the other communes. Ixelles is the site of the ULB (the Université Libre de Bruxelles) so is full of student accommodation, at appropriate student prices.
For trainees appointed to DGT, the nearest communes are Evere and Schaerbeek. These communes are also in the suburbs.
For further information about the different communes of Brussels, you are advised to check the website of the Brussels Europe Liaison Office.
Where to live in Luxembourg
Try to find accommodation on a bus or train route, or somewhere no further than 15 minutes walk from your office.
-DG MOVE is situated in the EUROFORUM buildings in Gasperich. Convenient places to stay would be near the railway station (Gare), Hollerich, Bonnevoie, Merl, Belair or the city centre.
-DG HR, DG COMM, DG DIGIT, DGT, DG EMPL, DG INFSO, OIL, PMO and DG SANCO are all in the Jean Monnet building on the Kirchberg, a 15- or 20-minute walk from the centre, Belair, Limpertsberg, Grund, Rollingergrund, Cents, Weimershof and Weimerskirch.
-DG ECFIN is in the Wagner building adjacent to the Jean Monnet Building
-EUROSTAT is in the Bech Building, close to the Kirchberg in Grunewald.
-OP is near the railway station close to Bonnevoie, Merl, Belaire, Gasperich, Hollerich and the centre.
Basic living allowance
All trainees are awarded a monthly living allowance of 25% of the basic remuneration for an official at grade AD 5/1 (Commission Decision C/2007/1221). For the March 2011 traineeships, the living allowance for in-service training has been set at €1071,19 per month.
Disability Allowance
Where justified, disabled trainees may receive a supplement to their living allowance of up to a maximum of 50% of the living allowance. The Traineeships Office may consult the medical service of the Commission for an opinion if deemed necessary.
Anticipated End of Traineeship
Any trainee who terminates his/her traineeship early will be required to reimburse that part of the living allowance which he/she may have received, relating to the period after the termination date.
When is the living allowance paid?
The living allowance is transferred to the trainee's bank account monthly on the following dates, provided all the relevant documents have been submitted within the deadlines:
-First month of the stage: paid at the end of the month.
-Following months: paid around 16th of each month.
Trainees are advised to make sure that they have sufficient funds to cover all the costs of the first month of the traineeship (first rental payment, deposits and guarantees, food and transport, etc).

Pre-Dissertation Awards (PDAs) enable early stage graduate students to perform initial field assessments of up to 4 weeks for archival exploration, preliminary interviews, and other forms of feasibility studies related to their dissertations. We anticipate awarding 4-6 young scholars the opportunity to gain firsthand knowledge of their proposed field sites, establish contacts within local communities, meet with local scholars, and gain insight into how their dissertation topic resonates with regional intellectual, political and social currents.
Proposals should reflect a clear plan for initial field assessment, require a budget of less than $4,000, and clearly articulate the policy relevance of the proposed project.
*Dissertation Development Awards (DDAs)*
Dissertation Development Awards (DDAs) are intended to provide one year of support to enable the prompt completion of a PhD dissertation. We anticipate offering approximately 10 DDAs (with stipends up to $18,000 and $4,000 of possible supplemental funding) to advanced graduate students who have completed their fieldwork. Fellows will participate in professionalization activities and a spring conference, and contribute to the Eurasia Program's new working paper and policy brief series.

We anticipate awarding 2-3 of these awards (of up to $33,000 each over 24 months), which will provide unique and valuable resources for recent PhDs making the transition into professional research careers. Applicants will be expected to secure overhead agreements from their institution of employment (for no more than 10% of the total award amount). Euroacademia International Conference, The European Union and the Politicization of Europe, 8-10 December 2011, Vienna
CALL FOR PAPERS: The Euroacademia International Conference ‘The European Union and the Politicization of Europe’ 8-10 December 2011, Vienna, Austria
Deadlines
For Panel Proposals: 10 September 2011
For Papers: 25 September 2011
Keynote Speaker: Giandomenico Majone
The European Union was described by Jacques Delors as an unidentified political object and by Jose Manuel Barroso as the first non-Imperial empire. The descriptors assigned to the European Union are creative and diverse yet the agreement on what is the actual shape that the EU is taking is by no means an easy one to be achieved. Historical choices shaped and reshaped the size and functioning of the EU while the goal of an emerging ‘ever closer union’ is still in search for the paths of real and not ideal accomplishment. The agreement seems to come when it’s about the growing impact of the decisions taken in Brussels on the daily lives of the European citizens and the increasingly redistributive outcomes of the policy choices inside the EU. These dynamics created the framework for the politicization of Europe and opened a vivid debate about the direction and proportions of such a process.
The politicization of Europetakes various shapes and addresses significant puzzles. While it is clear that the EU doesn’t resemble a state it is less clear if the decisions that shape its policies are configured by Pareto efficient outcomes or by dynamics that are intrinsic to a political systems and defined by emerging party politics within the European Parliament. The democratic problem or the democratic deficit issue was and continues to be one of the main challenges facing the European Union in any terms or from any position is understood or described. The problem of accountability for the decision making inside the EU was there from the beginning and it emerged gradually as more emphatic on the agenda of vivid debates as the powers of the EU have grown after the Maastricht Treaty. This was concomitant with a growing disenchantment of citizens from member states with politics in general, with debates over the democratic deficits inside member
states, with enlargement and with a visible and worrying decrease in voters’ turnouts at both national and especially European elections. The optimist supporters of EU believe in its power to constantly reinvent and reshape while the pessimists see either a persistence of existing problems or a darker scenario that could lead in front of current problems even to the end of the EU as we know it.
The Euroacademia International Conference ‘The European Union and the Politicization of Europe’ aims to survey some of these current debates and addresses once more the challenges of the EU polity in a context of multiple crises that confronted Europe in recent years. It supports a transformative view that involves balanced weights of optimism and pessimism in a belief that the unfold of current events and the way EU deals with delicate problems will put an increased pressure in the future on matters of accountability and will require some institutional adjustments that address democratic requirements for decision making. However in its present shape and context the EU does not look able to deliver soon appropriate answers to democratic demands. In a neo-functionalist slang we can say as an irony that the actual crisis in the EU legitimacy is a ‘spillover’ effect of institutional choices made some time before. To address the EU’s democratic
deficit however is not to be a skeptic and ignore the benefits that came with it but to acknowledge the increasing popular dissatisfaction with ‘occult’ office politics and with the way EU tackles daily problems of public concern while the public is more and more affected by decisions taken at European level.
Is the EU becoming an increasingly politicized entity? Is the on-going politicization of Europe a structured or a messy one? Do political parties within the European Parliament act in a manner that strengthens the view of the EU as an articulate political system? Are there efficient ways for addressing the democratic deficit issue? Can we find usable indicators for detecting an emerging European demos and a European civil society? Does a Europeanization of the masses take place or the EU remains a genuinely elitist project? Did the Lisbon Treaty introduce significant changes regarding the challenges facing the EU? Can we see any robust improvements in the accountability of the EU decision making processes? Are there alternative ways of looking at the politicization processes and redistributive policies inside the EU? These are only few of the large number of questions that unfold when researchers or practitioners look at the EU. It is the aim of the
Euroacademia International Conference ‘The European Union and the Politicization of Europe’ to address in a constructive manner such questions and to offer o platform for dissemination of research results or puzzles that can contribute to a better understanding of the on-going process of politicization within the European Union.
The conference is organized yet by no means restricted to the following orientative panels:
- The Politicization of Europe : Desirable or Contestable

Research Assistant Programme at the NATO Parliamentary Assembly Location: Brussels
The NATO Parliamentary Assembly usually employs twelve paid Research Assistants from NATO member and Associate nations each year. In general, six of these start in late January and finish in early June. The second group starts in August and finishes in late November or early-December.
All applications from candidates with the appropriate qualifications are placed on a list for consideration. Their names remain on the list for consideration for about twelve months. Candidates are requested to inform the Assembly if they cease to be available to take up a position during that time.
The Assembly receives well over two hundred applications per year from very well qualified candidates.
Every effort is made to assess applications objectively, but many factors must be taken into account. These include the need for a regional balance among participants in the programme. Consequently, it is rare to select two candidates from the same nation for the same intake. Due to the large number of applicants, only candidates selected to participate will be contacted. The names of those selected will be published on this website. See below for further details regarding candidates from NATO Member Countries and from Associate Delegation Nations.
Information for all candidates
The NATO Parliamentary Assembly is the parliamentary consultative organization of the Atlantic Alliance, comprising 257 members of the national parliaments of the 28 NATO member countries, as well as legislators from 14 Associate Member Nations.
The Assembly is divided into five committees: the Committee on the Civil Dimension of Security, the Defence and Security Committee, the Economics and Security Committee, the Political Committee and the Science and Technology Committee. The full Assembly meets twice a year in different member countries at the invitation of national parliaments. Sub-committees and Special Groups examine specific issues and conduct fact-finding missions throughout the year.
The International Secretariat of the Assembly is based in Brussels and is staffed by some 30 people from the various NATO member countries. The main task of research assistants is to contribute, at the request of Committee Directors or Senior Management, to the research necessary for the drafting of the Assembly reports and other documents. The job occasionally entails some administrative work, but most tasks are research oriented.
Research assistants are recruited for a four to five-month period with a one-month probationary period. Due to the Assembly's work schedule, research assistants are usually requested to commence work either in late January or late August. The stipend is EURO 720 net per month. The Assembly provides a spacious and recently renovated shared five-bedroom townhouse in the European quarter of Brussels free of charge for the Researchers, as well as a basic health insurance policy for the duration of the internship.
Candidates should be completely fluent in oral and written English and/or French. If neither is mother tongue, certified evidence of proficiency level will be required. Knowledge of other European languages is a further asset.
Applicants should apply by typewritten or word-processed letter, indicating their areas of interest and competence, nationality, and period of availability. A curriculum vitæ and two letters of recommendation from referees well acquainted with the applicant's recent work should also be forwarded to the International Secretariat. All documents should be forwarded in one package only, either by post or by email, to the address below.
Please note that the Assembly receives a very large number of applications for only a few places. The names of those selected will be posted on this website.
Qualifications for candidates from NATO member countries
Candidates must possess a first degree and a Master's degree (or equivalent) in Political Science, International Relations or related subjects. Preference will be given to candidates who have recently completed their Master's degree. Ph.D. candidates and those who have recently completed their doctoral work are also welcome to apply but should recognize that during their tenure with the NATO PA, their workday will be dedicated to Assembly defined projects.
Qualifications for candidates from Associate delegation countries
Candidates with backgrounds in academia, government, policy research institutions or journalism are considered. In general, candidates should have a Master's degree (or equivalent) in Political Science, International Relations or related subjects.
Applications or requests for information should be sent to:

It is anticipated that these activities will include but not be limited to: participation in programme conferences and workshops, various training opportunities and information to promote educational, professional and personal development, possibilities for internships and small-scale community project initiatives. Participation in all these activities will be voluntary.
It is expected that these activities will be provided through a Beneficiary Networking Programme (hereinafter: BNP) which will also be open to persons who have been beneficiaries of REF Scholarships in the past.
In addition, BNP will develop a process of exchange and communication by which current and former beneficiaries can support each other in the expansion of their social and professional networks within and beyond the Roma community on both national and international levels. BNP will strive to develop a mechanism for current and former beneficiaries to self-organize around issues and concerns of interest to them, including but not exclusively Roma education.
In the longer term, one of the anticipated outcomes of the BNP will be a mutually supportive community of current and former beneficiaries that is committed to actively supporting the fulfilment of the REF mission and the broader promotion of Roma inclusion.
As a first step REF/SP Programme is launching a Beneficiary Pilot or Reference Group with a purpose to ensure beneficiary participation in the Programme planning and strategy elaborations as well as lay out the foundation for starting the Beneficiary Networking Programme.
In order to be informed about the opportunities offered under the BNP, scholars will need to clearly indicate in the section of the Contractual Obligation form (as a part of the Online Application Form) their consent to be contacted by the Programme for BNP purposes. Providing the consent for this part is on a voluntary base and does not influence the decision making of the scholarships selection process.
By providing their consent, scholars agree that the personal data they provide in the application form can be used for the following purposes:
_Sending to scholars invitations to participate in activities under the Programme;
_Creation of the database of those interested in BNP activities;
_Sharing contact information among the members of the BNP;
_REF Scholarships Programme outreach activities.
